Sharif defers gas tariff hike

ISLAMABAD: Prime Minister Nawaz Sharif has deferred implementation of a decision to increase gas tariff for the second time this month.
The Economic Coordination Committee (ECC) of the cabinet, headed by Finance Minister Ishaq Dar, approved on Thursday policy guidelines for the Oil and Gas Regulatory Authority (Ogra) for inclusion of the cost of gas theft and losses in areas facing security problems in the tariff that was estimated to result in a hike of about 30 per cent, or Rs69 billion.
Mr Sharif had rejected on Nov 3 a proposal of the petroleum ministry for about 14pc increase in gas tariff.
The ministries of petroleum and finance later decided at the ECC to empower Ogra through policy guidelines to do the job.
According to sources, the prime minister, presiding over a meeting of the cabinet committee on energy on Friday, said he could not allow the tariff increase unless the ministries concerned convinced him with detailed data and analysis why it was necessary.
He called for a comprehensive presentation on different aspects of gas costing.
He particularly asked the ministries if petroleum and finance explain why the system losses were 10-11pc, what were the international best practices and about internal accountability in the gas companies to reduce the losses.
He said the presentation should include which sector consumed how much gas and what were the category wise delivery costs and prices.
The prime minister was informed that about 2,500MW of electricity would be added to the system by the next summer, including about 1,300MW from new power stations to be run on natural gas and revival of another 1,200MW capacity currently idle because of unavailability of furnace oil and production being expensive. The increase in the power generation capacity will considerably reduce the gap between demand and supply.
Prime Minister Sharif said he was committed to eliminating loadshedding during the tenure of his government.
He said the priority of the government was also to tap the Thar coal resources for efficient and cheap energy production in the next two to three years and it would be ensured that line losses and power theft were brought to the minimum.
The cabinet committee was briefed about coal, liquefied natural gas, solar and wind-based power generation projects which will be completed by 2016-17.
It was informed that 300MW would be added to the national grid before the summer of next year by providing LNG to the Kot Addu Power Company.
The generation of 1,400MW will be converted from furnace oil to LNG to reduce the cost.
The committee was informed that 1,000MW will be added before next summer by using on-site raw gas plants in fields whose linking with the transmission system was economically unviable.
The prime minister approved the policy to provide LNG to the power sector to make it efficient and the electricity affordable.
He said any surplus LNG should be provided to the compressed natural gas (CNG) sector.
The committee was informed that the roadmap presented to the prime minister would progressively reduce loadshedding, while contributing to reducing circular debt and improving the efficiency of the power plants.
The prime minister said a comprehensive energy conservation and management plan for the electricity and gas sector should be presented at the committee’s next meeting.

Fifa say Hell will host 2026 World Cup

Hell will host the 2026 football World Cup after a Fifa report found “no reason” to overturn the controversial underworld destination’s successful bid.
A 666-page report seen by The Telegraph concluded that Fifa had acted ethically in awarding its showpiece tournament, and suggested Lucifer be compensated with “a really nice wristwatch, one with diamonds and everything” for having been put through an “unnecessary and upsetting” grilling.
Critics had cited the soaring temperatures of fiery damnation as a major concern for a summer sporting event, and accused the damned hordes of carrying out human rights abuses. But during a “fact-finding mission”, Fifa executive committee members found Hell to be a “first-rate facility”. “I could spend an eternity here,” noted one delegate.
Fifa was particularly impressed by “Hell’s well-organised system of circles where fans can listen to vuvuzelas” and watch England take on Germany in a penalty shoot-out until the end of time. One exclusive circle will even offer comfortable spike-style seating and a chance to enjoy the Fifa biopic United Passions (starring Tim Roth as Sepp Blatter) on a loop. ITV has won the sole broadcast rights in the UK, with Andy Townsend providing analysis.
Independent research had suggested that one of principal reasons Hell was considered unsuitable was its lack of a developed football culture. In a survey of Hell residents, for example, football ranked below “teeth, gnashing of” as a pastime; but the 2026 tournament is regarded by Fifa as “the ideal opportunity to take football into new markets”.
The leaked report explained: “We examined the bids from countries in the mortal plane and found none of them could match Hell, which promised exciting commercial opportunities for soul-selling and an expanded opening ceremony where fans will be repeatedly poked with hot forks by unimaginably evil goblins, and/or enjoy a reprise of the 2014 Jennifer Lopez and Pitbull extravaganza.” The final is due to be played before a capacity crowd in Pandaemonium.
The head of Hell’s delegation, who was treated last month to a gala reception at which guests dined with especially commissioned extra-long spoons, had previously been cleared of any wrongdoing by Fifa’s ethics committee. Lucifer, Fifa insisted, was “an individual of the highest moral character and an example to the rest of the Football Family”. Though Fifa did admit that there was some evidence of bribery, it put this down to “a few isolated minions” and stressed these were instances of “venial rather than mortal bribery”.
Indeed, Lucifer, who has asserted control over the nascent Infernal Football Federation, is now regarded as a Blatter protégé and a leading candidate to take over from the Fifa president, should he ever wish to step down.
“Sepp Blatter has been a wonderful role model,” confirmed Lucifer. “But he still has so much to teach me before I can make the step up from running Hell to being the Dark Lord of an organisation as demonic and demented as Fifa. He is a constant inspiration.”
The report concluded with a damning indictment of England’s behaviour in the bidding process, described as “sinful”. Wembley, it stated, would be considered as an alternative Final stadium “only in the event of Hell freezing over”.

New York Fashion Week's New Name?

NEW YORK FASHION WEEK could be getting a new moniker if, as rumours suggest, it is about to cut ties with its headline sponsor. The event, officially known as "Mercedes Benz Fashion Week New York", is reportedly talking with new sponsors as it plans a revamp in the coming months.
The week moved from Bryant Park, its home since 1994, to Lincoln Centre in 2010 - and has suffered from something of a crisis of confidence ever since. Headlines have proclaimed it too accessible and not innovative enough and, as a result, IMG - which produces the event - is reportedly planning to move it to another venue.
The new site, unconfirmed but thought to be in Downtown Manhattan, is hoped to lend the showcase some much-needed kudos: "The general consensus is that it's just not cool to show at Lincoln Center," one longtime insider said, The Cut reports. Many of the city's top designers show off-schedule - and at NYFW in September, a top Hollywood publicist was overheard saying, "I would only let my actresses go to London or Paris shows. New York's just not as important or A-list." Meanwhile however, others suggest that the announcement could just be part of a negotiation tactic ahead of the venue changes: "Mercedes may walk," a highly placed individual in New York fashion told the Hollywood Reporter. "But I doubt it."
"Mercedes-Benz is a valued global partner of ours across fashion, sports and several WME-IMG properties, including Mercedes-Benz Fashion Week New York, where they remain our title sponsor," IMG asserted today.
